Exactly. My point was that I think the impact to the score is irrelevant to submit an RDR. It is definitely relevant in terms of how any amendments to a report will impact the revised score, but at the time an RDR is submitted, I don’t think an impact criterion should be an input for a submitter. As you said, the impact criterion would instead be a factor to consider for governors who would ultimately decide if a report needs updated. If an update is actioned, the rater then does additional work and utilizes their rating acumen to fix the scores.

Totally would love to see a separate proposal for RUP.
